River Eden Catchment Changes: An Update for Homeowners in the Septic Tank Upgrade Scheme

On 5 February 2026, Natural England confirmed significant changes to the Nutrient Neutrality catchment boundary for the River Eden Special Area of Conservation (SAC). These changes reflect modelled improvements in water quality and the confirmation of major wastewater treatment upgrades due to be delivered under national legislation. As Our Rivers, we welcome progress that protects and restores our rivers. However, we also recognise that this update will be disappointing for some homeowners who were preparing to move forward through our septic tank upgrade scheme. We want to clearly explain what has changed, why it has happened, and what it means for you.

Why Has the Catchment Boundary Changed?

Under the Water Industry Act 1991, as amended by the Levelling-up and Regeneration Act 2023 (LURA), water companies are legally required to upgrade certain wastewater treatment works by 1 April 2030 in designated nutrient-sensitive areas. Following confirmation of these upgrades through the Water Industry National Environment Programme (WINEP), Natural England reassessed the River Eden Nutrient Neutrality catchment. They concluded that the wastewater upgrades will significantly reduce phosphorus levels, restore nutrient levels in specific sub-catchments and protect the River Eden SAC. As a result, the official Nutrient Neutrality catchment area has been reduced.

What This Means for Our Septic Tank Upgrade Scheme

Our septic tank upgrade scheme was designed to support homeowners in Nutrient Neutrality catchments where mitigation was required. If your property is now outside the revised River Eden Nutrient Neutrality catchment boundary, you will no longer meet the eligibility criteria for the scheme under its current framework. We understand this may be frustrating, particularly for those who had already begun discussions or were preparing applications. It is important to emphasise that these changes are the result of national environmental assessment and statutory infrastructure commitments. They are outside the control of homeowners and outside our control as a delivery partner.

Which Areas Are Affected by the Updated Catchment Boundary?

The river sub-catchments now confirmed as outside the Nutrient Neutrality catchment include:
• Lower Eden
• Esk and Irthing
• Petteril
• Large portions of the Caldew

Where Nutrient Neutrality Still Applies

Nutrient Neutrality requirements remain in place for:
• Certain sub-catchments of the River Eden
• The Derwent and Bassenthwaite catchment
• The River Kent catchment
• The Esthwaite Water catchment
Homeowners in these areas may still be eligible, subject to scheme criteria.
